Abstract

The research titled “Ethics of Lecturers in Higher Education Institution” is conducted for following 5 objectives. First, to identify code of ethics of lecturers in higher education institution. Second, to identify the factors that related with ethical rationalisation of lecturers in higher education institution. Third, to identify problems and obstacles of behavior flowing to professional ethics of lecturers in higher education institution. Fourth, to identify the way to support professional ethics of lecturers in higher education institution. Fifth, to identify the way to prevent and to punish the lecturers in higher education institution breaching the professional ethic. The benefit of this study is to propose the conclusion from above 5 objectives relating to measures to promote and guide ethics of lecturers in higher education institution in Thailand.

The method of this study is designed by mixed methods (qualitative and quantitative methods). They include surveying by questionnaire, documentary review, focus group discussion, and academic seminar for making suggestion on professional ethics of lecturers in high institutions.

Findings include; professional ethics of lecturers in higher education institution are ethics concerned with appropriate behaviour , conduct and practice when carrying out professional work that serve following dimensions; private moral on lecturers’ professional, students, colleagues, customers, commanders, workers, institutions, society and nation for creating social advantages. Factors that related with ethical rationalisation of lecturers in higher education institution include individual factors; such as high level of education, and ethical beliefs of lecturers in ethical performance influenced to value of their own individual ethics. The reasons of problems and obstacles in professional ethics of lecturers in higher education institution include internal and external factors. Guidelines to support ethics of lecturers in higher education institution is relevant to setting rule, regulations and measures relating to using positive reinforcement and reward, tracking and monitoring regularly to ensure that those guidelines can be conducted in a planned way, setting up the promoting professional ethics unit, disseminating ethical knowledge to lecturers and students, establishing concrete negative reinforcement and punishment strategies, creating motivational incentives to lecturers who act in accordance with the professional ethics, and thoroughly publicizing information about professional ethics of lecturers in higher education institution. Findings regarding the ways to prevent and to punish the lecturers in higher education institution who acts opposing the professional ethics include encouraging the higher education institution to become the conductor and seriously punished the rule broker. Office of the Higher Education Commission should responsible for investigating the real factors that encourage the lecturers to break the rules and then making the solutions and to create the confidential to professional of the lecturers and to support them to commit themselves to do and act according to professional ethics.

Suggestions for encouraging the lecturers to accept the adherence to the professional ethics include (i) office of the Higher Education Commission should promote and support the higher education institution to take action about ethics of the lecturer by promotions and prevention, creating the mandatory training courses for new lecturers, and coordinating all higher education institutions to teach and train the new lecturers. (ii) All Higher Education Institutions should make clearly performances of professional ethics of lecturers, and publicize to all lecturers regarding acceptable and unacceptable behaviors in accordance with the professional ethics, restriction and punishment strategies. They should make the process of identifying for the good person becoming the lecturer and should encourage them to act in accordance with professional ethics regularly and continually. Committee for Ethics of Lecturers or responsibility units for ethics of lecturers in higher education institution should create social value and good culture to the lecturers by corresponding to standard of professional ethics of lecturer in higher education institution.
