Rice seed expenditure has been raised up from the level of never exceed5% of the total production cost to approximately 12% since 2008/09 crop year. The main objectives of this study project were to increase the capability in producing rice seed and to create learning process in producing good quality rice seed for self reliance to the farmers. The target area consisted of 3 areas : Hua Tanon and Mae Lad sub districts of Amphoe Klong Klung and Wang Cha Own sub district of Amphoe Bung Sa Muk Kie , Khampangphet province. This study project was organized by three organizations : Farmers of the above 3 target areas in which their roles were to do their own experimental field of rice seed . The second organization was Rice Seed Center of Khampangphet province and their role was to support knowledge and technique of rice seed production. The last organization was researches from Naresuan university and NGO working in Khampangphet and their roles were to arrange any related learning process to the farmers
Even though all activities of the research process were achieved , but the learning process of doing experimental field and the period of doing this study project were changed. These were because of 3 events took place in the period of project implementation. First event was water management of the Department of Irrigation before rainy season of the year 2012 . The second event was the “every kernel” pledging scheme. The last event was the overlapping of research of the other organization in the same target area. These three events were the uncontrollable external factors but had effects on decision making of most of the farmers of not doing their own rice seed experimental field , but still joining the study project as observers. The learning process was then changed to demonstrating field.
The results of study could be concluded as follows
For rice seed utilization , it was found that the average amount of rice seed used in the wet and dry seasons of the 2014/15 crop year were 28.48 and 31.97 kilograms per rai , respectively in which 78.5% of those rice seed used was from purchasing. It was also found that 95 % of those seed was uncertified seed. Expenditures on rice seed for wet and dry seasons were approximately 16.4% and 12.4% of the total cost , respectively.
When comparing between rice seed production and rice production , it was found that the amount of seed used in the demonstrating field was only 12.7 kilograms per rai which was 49.2% less than those used in rice production. This was because transplanting technique was used in producing rice seed while broadcasting was the technique used in general rice production. The quantity of paddy received from the demonstrating field was 538.41 kilograms per rai , 77.22% higher than those received from the usual rice production. The results also showed that main input used such as chemical fertilizer was also lower. Even though the prices of many inputs were rising , total cost per metric ton of rice seed production was almost the same as the usual rice production’s. That was 4,944 baht per metric ton comparing to 5,138 baht per metric ton , respectively.
